What "Manufacturing Licence" Means

 • At minimum — if your business premises qualifies as a “factory” under the law (e.g. you use machinery, produce or process items, etc.) — you likely need to inform/register with Ministry of Manpower (MOM) under the Workplace Safety and Health Act (WSH) before operations begin.
 • If you manufacture regulated products (food, pharmaceuticals/active ingredients, medical devices, etc.), additional licences or approvals from relevant regulators apply — for example Singapore Food Agency (SFA) for food, Health Sciences Authority (HSA) for active ingredients or medical devices.
